What's NOAH? Why NOAH?

Project Noah is simply a website[i] provided by the government for the people to have an access to information about the current weather forecast and happenings within the country. It was merely just a way of giving the people a faster and easier access point to check updates on weather situation. In a click of a finger, you can be informed in which places in Manila are flooded or raining so you can already avoid such places. You may now predict if you have to bring your umbrella, wear shorts and “tsinelas” only to be prepared of the possible fall of rain.
I really believed that the project was good and it would help the country in preparing and being aware of the possible calamities that may strike. I also see their efforts in tapping the rural communities despite the very few internet connection/technologies that these small municipalities have. But honestly I don’t think that everyone would benefit on this new technological innovation of the government.
If you do live in a place where there are no internet connection, how would you use the NOAH? If you do have ways to connect in the internet since you are in Metro manila but you are not capable of buying smartphones or computer, you would not even find any benefits from this project.
Assessing the project NOAH was a thesis of one group in our class and they have stated that one of the possible factors that hinder the full/maximum implementation of this project was the funds. In the other hand, one of our professors said that it is not a very believable reason to cite since the project was one of the intensively funded projects in the country. I can’t really asses to how much does Project Noah have achieved yet all we can do now is to support the government efforts rather than opposing everything that they are doing specially if you don’t have any better ideas.
